It's not a carrier lock. It's an iCloud Activation Lock. The previous owner's Apple ID is still on it. No unlock service helps here.
Common mistakes that cause real problems:
- •iCloud Activation Lock and Google FRP are NOT carrier locks -- no IMEI unlock service can remove them. They require the original account credentials.
- •A blacklisted (stolen) IMEI cannot be legitimately unlocked. Any service claiming to clear a blacklist is a scam.
- •Android devices have a limited number of incorrect unlock code attempts -- entering wrong codes repeatedly will permanently block the code slot.
- •iPhone unlock code services are scams -- iPhones don't use codes. Legitimate iPhone unlocks happen through the activation server.
- •Financed phones cannot be unlocked until the device is paid off -- the carrier's refusal is correct and enforceable.

No special tools -- but you need specific information ready before you start.
Every phone unlock -- carrier unlock, factory unlock, IMEI unlock -- requires the IMEI. Find it in Settings > About > IMEI, by dialing *#06#, or on the original box. Without the IMEI you cannot request an unlock.
Most carrier unlocks require logging into your account or calling support. Have your account PIN, the account holder's name, and the phone number ready -- carriers will verify identity before processing unlock requests.
After unlocking, you verify success by inserting a SIM from a different carrier. If the phone accepts it and connects to the network, the unlock was successful. Without a test SIM you can't confirm the unlock worked.
IMEI carrier unlocks don't remove iCloud Activation Lock (Apple) or Google FRP (Factory Reset Protection). If the phone shows an iCloud or Google sign-in screen after unlock, you need the original account credentials -- these cannot be bypassed.
