Phone Carrier Unlock

"Locked phone" means at least three different things and the solution depends entirely on which type you have. Carrier lock (network lock): The most common. The phone works on one carrier's network and rejects SIM cards from other carriers. This is what an IMEI unlock fixes. The phone functions perfectly -- calls, texts, apps -- it just won't accept a foreign carrier's SIM. Example: You have a Verizon iPhone. It won't accept a T-Mobile SIM. An IMEI unlock through Verizon's carrier process removes this restriction permanently. iCloud Activation Lock: Apple's theft deterrent. You'll receive a confirmation email or SMS. iPhones unlock automatically when connected to Wi-Fi or iTunes after approval. Android phones usually require a reboot with the new SIM inserted.

If your carrier refuses to unlock (account issues, device too new, international carrier), third-party IMEI unlock services exist and are legal in the US under the DMCA exemption.
